Senior Facilities Manager/ Advisor to the Afghan Ground Forces Command

§    Conceptualized and created the operations and maintenance policies for Afghan Ground Forces (AFGF), to follow regarding facilities they were to begin maintaining once turned over to them by coalition forces.

§    From existing US military operating procedures, pulled guidelines to be implemented by the AGFC. The existing US policies are proven and by following them we expedited routine scheduled O+M and new construction avoiding the experimentation of trial and error when developing procedures that then had to be modified. Adjustments were made to accommodate GFC personnel’s educational limitations and functional capabilities.

§    Oversaw new infrastructure and remodeling projects, regularly monitored and inspected code and financial compliance with US Corp of Engineers parameters as a learning tool for facility department. Doing so served as an educational tool identifying the need for strict adherence to procedures and contract guidelines.

§    Advised US Army, USACE as to the suitability of structures for acceptance and turnover to AGFC Command.

§    Developed and instituted a financial management process that was understandable for Afghan Managers as well as field staff. Purpose was to account for current material on hand and then the ordering of replacement items.

§    Developed and initiated a weekly maintenance/ work order system for use to track all maintenance and repairs. It is also used for logistical replenishment of expended materials and equipment.

§    Developed progress reports for DynCorp to justify DOD contract compliance requirements. These assessments were used by the US Army to justify continues support for the CSTC-A GFC program.

§    Collaborated with USACE, DOD COR and US Army Liaison Officers regarding contract modifications for the benefit of both the coalition and AGFC.

§    Designed the rapid refueling station for underground fuel and water lines and the above ground fuel tank lines.

§    Met regularly with Afghan Parliamentary Ministers to explain tasking and to secure support for the SPR program as well as to obtain military and police assets to guard the workers as roads were being built throughout the country.

§    Facilitated interaction between community outreach programs and local Afghan leaders for the provincial road construction projects in order to minimize security concerns associated with building in rural Afghanistan.

§    Oversaw purchase, import and distribution of medicine to local Afghan aid organizations.
